_windows .py when run with e10s mode

Different tests in test_windows.py are failing under e10s on Windows nearly permanently. Until a proper fix is in place we should stop running the tests.
Not sure why I wanted to do this for Windows only. The failures we currently have on Treeherder are all for Linux. Sadly I cannot say how Windows and OS X behave given that mozmill-ci runs the tests in non-e10s mode. So I will turn off the test completely for e10s right now.
Summary: Disable test_windows.py in e10s mode on Windows → Disable test_windows.py when run with e10s mode
