We need carton bundles for many platforms, so we should generalize what is there. Requirements: 1) single repo 2) single branch (merging fixes between branches is horrible) 3) able to handle any base system (centos 6, centos 7, ubuntu)

Okay, here's a first draft. it pulls from dylanwh/bmo:master right now because I can't push the Makefile.PL patch to master without breaking things.. First we gotta get the vendor tarball installed on all the nodes. :)
