When installing 2002030403, mail/news appears fine. When trying to revert to an older build around the 0.9.8 mark, all newsgroups and mail accounts disappear. Reinstalling the later (buggier) build gets the mail and news back again. Its impossible to revert to a working build

not sure what this has to do with the mail database. If none of the accounts are showing up, that would seem to be an account manager problem. I have to say, however, that I don't have any problems going back to earlier builds, so I suspect there's something about your account setup/profile that's causing this.

Then I guess it is a data dependent bug, as I definately can't revert to an older version and see my accounts. All windows are completely blank as if there are no accounts or local folders. Its not unusual behaviour, there are many reported bugs that are not reproducable on all systems/OSes Later builds do work correctly with mail/news, but it is impossible to revert. If I have flagged this to the wrong module, then many apologies, and please feel free to forward it to the correct one.

This can be closed. Tracked it down to a nightly that broke the path in prefs to the local folders and created new ones in the mozilla install dir instead of the specified ones.
