12941 - Create Profile Wizard (Account Wizard) - new UI is not working

Steps to reproduce:

1. On a system with 0 4.x profiles, just run apprunner-Create Profile Wizard
comes up by default
2.
   a. On system with 1 or more 4.x profiles you need to run apprunner with
-installer or -ProfileManager arg to bring up Profile Manager
   b. When Profile Manager comes up, select New
3. New UI is displayed

Actual results:  no buttons except [Finish] work. Pressing [Finish] takes you
back to Profile Manager to select a profile if you have some to select. On clean
systems with no existing profiles, it will take you to seamonkey with unknown
profile

Expected results: ability to create new profile (or dialup, mail/news or address
book)

Builds and platform: 1999083108, WinNT, Win98, Win95, MacPPC
Will test Linux next.

( This may be same as bug 12920 but that had too little information to
determine)

build 1999083116 for Linux exhibits same behavior-Create Profile Wizard (meta
wizard) buttons do not work

Profile Manager component to be deleted.
