Steps to reproduce:

1. Start Nightly
2. Go to any sites (e.g. about:home)
3. Open DevTools > Inspector
4. Click eyedropper button on Inspector toolbar
5. Try keyboard navigation ( [↑],[→],[↓],[←] key or Shift+[↑],[→],[↓],[←])


Actual results:

Eyedropper cannot move by keyboard navigation after launching from Inspector toolbar. It can be moved when launching from menubar or PanelUI-contents. menubar and PanelUI-contents.


Expected results:

Can move eyedropper by keyboard navigation.
