The bookmarks list will not scroll down at all. I have about 40 bookmarks total.
Reproducible: Always
Steps to Reproduce:
1. Start mozilla
2. access bookmarks
3. try to scroll down
Actual Results: can't scroll
Expected Results: scroll down
