using 3/7 trunk build

1) launch netscape
2) launch composer
3) go into Edit | Publish Site Settings
4) In SIte name field, enter "hello"
5) in Publish Location field, enter "hello"
6) click OK

now look in the File | Publish To menu and notice
that "hello" is listed twice! it should not be, it should
only be entered once!

even if you enter valid URL, it still replicates one of the site names
in the list...definitely a problem here...
Summary: entering site names(w/invalid pub url) in site settings causes duplicate entry → entering site names in site settings causes duplicate entry

also tried entering garbage in the username, passwd, and home page location
fields...and then I get 4 entries in the list!
