Steps to reproduce:
1. Cmd+Click this link to open planet mozilla in a background tab: http://planet.mozilla.org/
2. Wait until the page has finished loading (i.e. until the spinner is gone)
3. Click on the planet mozilla tab in order to switch to it.
At this point I sometimes see a brief flickering of black or even garbage before the real background image is drawn. It doesn't always happen, and sometimes it happens so quickly that it's hard to miss, but I was able to capture it with a screen recorder.
I can't get a regression window on this system because I'm using the macOS 10.12 beta, and nightlies before 2016-07-13 don't start on this system (due to bug 1284677). The 2016-07-13 nightly already has the bug, so this affects at least 50.

The expected result is that the background should be white, until the background image at http://planet.mozilla.org/img/background.jpg has been decoded.
Resizing the window to be smaller than that image may make this bug easier to reproduce.

Pretty sure this is a dupe of bug 1225750.
