Reminds me some of Bug 1183693 and friends. There's probably another dupe hiding somewhere.

Careful with this: if the user is restoring their bookmarks because of a screwup that made it to the server, then downloading the junk that's on the server -- which is what will happen if you just reset the engine -- might well just screw things up again.

This might be one of the few situations that warrants asking the user what they want to do.

Heh, I just replied to your suggestion of introducing a modal dialog in bug 1230011. They're not quite dupes, just multiple facets of the same feature.
