nexus-5-1 is horked and when the server was rebooted it manually autophone failed to complete starting up due to:

FYI, I ran into a similar situation with non-rooted phones where an exception caused the PhoneTest initializer to terminate due to an exception.
I believe this was fixed by Bug 1333061.
