We should add support for running |mach marionette-test| when connecting to an interactive loaner.

This makes it possible to run |mach marionette-test| from a test package (and therefore
also an interactive loaner).

Thanks, how about whoever lands second does the rebase? I imagine it'll be pretty easy to rebase onto either direction.
