Details
STR: Open many tabs (enough so you get a left and/or right arrow to scroll through them). Then, click and drag on a tab to move it. To move it to be near tabs that aren't visible (because they're in the overflow area), you have to bring your mouse to the scroll arrow (this make sense). However, after a bit of movement, scrolling stops. To get it going again, you can wiggle the mouse a little. This only causes a bit of scrolling. To continue to where you want to drop your tab, you have to keep wiggling the mouse. This is not a great user experience.

Is this a regression? What platform are you seeing this on? What version of Firefox? Have you checked it happens on a clean profile ( https://support.mozilla.org/kb/profile-manager-create-and-remove-firefox-profiles ) ? (I can't reproduce on 49 beta on OS X.)

It's not a regression - it's been this way for as long as I can remember.
This is Fedora 23 (so Linux).
Happens on a clean profile.

Huh, odd. Yeah, this seems to be linux-specific - I can repro on my ubuntu vm. TBH, that probably means it's likely to be a core problem, but we'd need to poke at it more to find out, so let's leave it here for now. Marking P2 for now because I agree this is not OK, but I don't have cycles to poke at this straight away.

Something changed recently that slowed the scroll speed, making this a much bigger problem. The amount of wiggling I have to do to move a tab is excessive. Can we prioritize investigating this?

The regression is tracked in bug 1387130 / bug 1387718. I don't have cycles to prioritize this bug myself. I think the photon visual team and/or mconley is investigating solutions for the regression on nightly right now on those bugs.
