Steps to reproduce:
Firefox 45 open on Windows 7 64-bit when a notification popped up that the Ad Limiter add-on was corrupt and was being disabled. An attempt to reload the add-on from Mozilla's site resulted in "The add-on downloaded from this site could not be installed because it appears to be corrupt".
(I'm the author of this add-on. It hasn't been touched in a year. It's fully reviewed. It passes validation, with some warnings about mouse movement callback overhead and a warning that it needs to be checked for multiprocessor compatibility. (It's 100% Jetpack API, so that shouldn't be a problem.)
Actual results:
Add-on would not install. See attached screenshot.
Expected results:
Add-on should have loaded normally.

I guess you're using 45 ESR.
According to https://wiki.mozilla.org/Addons/Extension_Signing#Timeline it should be not an issue:
"The first ESR version to include signing support will be the Firefox ESR 52 release."
I didn't test with ESR 45, but with FF48 there is no issue when installing your add-on.
There is bug 1253565 about the same issue.
