1296440 - Storage Inspector breaks when multiple toolboxes are open

STR:

1. Open tab A to some page with cookies
2. Open Storage Inspector, delete a cookie, it works
3. Open tab B to some other page with cookies (can be any page, doesn't need to be same as tab A)
4. Open Storage Inspector, delete a cookie, it works
5. Go back to tab A, delete another cookie

ER:

Tab A should still have a working Storage Inspector.

AR:

Once a second Storage Inspector opens for tab B, the one in tab A is broken.

I can reproduce this, just to clarify, by broken we mean "the cookie does not get deleted".
