<?xml-stylesheet href="chrome://help/skin/" type="text/css"?> is wrong. Looking at the jar.mn file it appears that the file is in chrome://communicator/skin/helpviewer/.

Hmm you sure? Unlike console I left it intentionally at the old location.

jar.mn has 

>> % skin help classic/1.0 %skin/classic/communicator/helpviewer/

and it works under Windows.

OK, so this is invalid since it works if I run 'make' in the installer dir. But I don't understand why just this file require running the packager...
