Apparently none of the NSPR test binaries are built by default, and I couldn't find a makefile target to build them.

Can we build them build default?

And how could our continuous integration to also execute the NSPR tests? Should the NSS test suite call them?

We built NSPR test programs by default before. Then
someone complained about either the build time or
the binary size. So I changed the default target
in the top-level makefile to not go into pr/tests.

We can add a "test" or "check" target to that
makefile.
