James, I'm quite sure that Core::General isn't the best place for this, but I'm not sure where it should go. Can you please suggest a better component? Also, I can't help but notice that there are a LOT of other open failures for this test at the moment :( https://bugzilla.mozilla.org/buglist.cgi?keywords=intermittent-failure%2C%20&keywords_type=allwords&list_id=13180925&short_desc_type=allwordssubstr&short_desc=utf-16be.html&resolution=---&query_format=advanced

This test was already disabled on OSX per bug 1034063. I'm going to re-use that bug for the blanket disabling.
