Don't see jobs mass-failing anymore, reopened trees.

Looking over the logs there seemed to be a period of time where machines had trouble connecting and downloading resources either from s3 (like in the case of those listed in the description) or docker hub (not mentioned in the bug but noticed while investigating).  These happened across multiple instances of different types.  We do attempt to retry as seen in the logs for those tasks but eventually the task will need to fail.  I don't think there is much more we could do on our side if a network issue like this occurs.
