Steps to reproduce:
Browse web, have Restore Session tab, in Restore Session tab then use Refresh Firefox feature.
Actual results:
The second Restore Session tab lost it's data (website list was empty).
Expected results:
The data inside second Restore Session tab shouldn't lose its data.

I have tested this issue on Windows 10 x64 with the latest Firefox release (48.0.1) and the latest Nightly (51.0a1-20160829030202) and haven't managed to reproduce it.
After opening a few tabs with different websites and having Restore Session tab enabled by previously selecting "Show my windows and tabs from last time" in the General tab, when navigating to "https://support.mozilla.org/en-US/kb/refresh-firefox-reset-add-ons-and-settings" and clicking on the "Refresh Firefox" button, the browser restarts and opens a tab in which I have the option to restore all Windows and Tabs.
After clicking "Lets go" button all my tabs with the navigated websites are restored as expected.
Can you please retest this using the latest Firefox release and the latest Nightly build (https://nightly.mozilla.org/) and report back the results? When doing this, please use a new clean Firefox profile, maybe even safe mode, to eliminate custom settings as a possible cause (https://goo.gl/PNe90E).
