Steps to reproduce:
1. Open the sidebar.
2. Press the up button until you're at the first panel.
3. Press the down button until you're at the bottom panel.

The buttons never appear disabled.  When the buttons are disabled, the arrows
should be gray and the buttons shouldn't become raised on mouseover.
Certainly.  This will be covered by bug 127973 as stated as part of that
original report: 

``We should also disable the navigation buttons (icon change
should suffice) when a bound is hit and there are no more tabs above when we
were moving up or no more tabs below when were moving down.''
