1299212 - Identity block camera/mic icon animation timing is not correct

timing should have a pause before each cycle of 200ms. 

The camera and mic icons in the control panel when open should not animate - only the icon in the identity block.

You can test the red blinking camera and microphone icons on this page: https://permission.site/ by clicking on e.g. "microphone"

What we want is to stop them from animating when they're in the identity popup, but keep animating in the identity block.

If you'd like help with this let me know, but I would advise you to try and find the CSS classes yourself using the browser toolbox and inspecting the identity popup (https://developer.mozilla.org/en-US/docs/Tools/Browser_Toolbox)

I talked to Florian about this and it seems like we probably want to close this bug instead. I wasn't aware that this was not part of the original spec and there is an issue for colorblind folks if we disable the blinking in the identity popup.

I'm sorry for that, we'll find you another great bug to work on :)
