1299347 - Add "bn-BD" to Fennec all-locales for single-locale builds

Please add the Bengali from Bengladesh locale (bn-BD) to all-locales to start fennec single-locale builds in aurora and add Fennec to bn-BD's team's dashboard.
Taking this to work on patch.
(please note: no release notes needed as we only do those for new locales on multi-locale builds)
