Goal:  Increase awareness and downloads of Fx mobile among Fx desktop users

Strategy:  Heartbeat message to selected audiences to promote “Get Firefox on mobile"

Roll out plan:

Launch: Target Week of 9/12
Week 1: All En locals: 1% Fx account users (for 3 days) and gradually increase up to 30%
Week 2: Either 100% EN locals with account - or 20% all EN local users.  Also, Approve rolling out to prioritized languages (will determine to Fx account users or all) the following week
Week 3: Roll out to 1% prioritized languages and gradually increase to ~30%
Week 4: Continue increased roll out to all targeted locales
Week of 10/3: Mobile awareness survey v2 in US

Can you confirm this plan is okay?  Working on finalizing the landing page on my end (should be done by end of week) for a 9/12 launch.

We are pushing this to Q4 as we wait on the Shield system add-on. I'll be setting up a meeting soon for you and a few other folks to talk through heuristics with Kamyar, our recommendation expert. I'm resolving this bug for now.
