In my case, I need some Netcenter served HTML to appear to be part of a
client-generated dialog.  The idea is to (as much as possible) hide the server's
part in activation.  To do this, the form elements and other style related stuff
they serve back to us must look just like the equivalent dialog had it been
generated by the client using just XUL.
Basically we're going to need to load xul.css in ua.css I think, since it has to
be the case that the users' widgets (combo boxes, buttons, scrollbars, etc.) be
configurable for skins.

Peter, as long as we make sure we're scoping namespaces properly, do you have
any objection to ua.css loading xul.css?
