[Steps to reproduce]:
1. Launch Firefox.
2. From about:config, enable the devtools.responsive.html.enabled pref.
3. While the about:config page is displayed, enable the RDM tool from both, Menu bar and Toggle tools.

[Expected result]:
- Only one notification error is displayed.

[Actual result]:
- Both notification errors are displayed (see http://imgur.com/Lfy0Iwo).

- This is not a regression.
