What problem would this feature solve?

The South Asian language Odia (previously Oriya, language code "or") is not available. I was trying to translate the accessibility guides <https://developer.mozilla.org/en-US/docs/Mozilla/Accessibility$translate?tolocale=or> as those ones seem to be really useful for those many differently-abled people.

Hello :)
Sorry for the late answer as the MDN team was in the process of updating it's localization policy. The process to have a new locale added to MDN is documented here:
https://developer.mozilla.org/en-US/docs/MDN/Contribute/Localize/Starting_a_localization
Make sure you match all the criteria in order to be able to move forward (the first biggest step is to reach out to the team through the dev-mdc Mailing list in order to introduce the project).
