Add a fairly generic driver function to show a panel hanging from a configurable place in the UI (probably a short predetermined list). This should probably be something like a configurable icon, a title, some body text, a few action buttons.

Benton's work in his shield study addons (security-advisor and addon-recommender) will likely be useful for creating and managing panels.

Final design on this is pending UI mockups, if the above description doesn't jive with those mockups, we should conform to the mockups.

With bug 1436129 we're moving away from the rich driver model, so this functionality isn't relevant anymore.
