In the past we've had issues with self repair behaving badly because we could not reliably store things in local storage. Before relying on this seriously (such as for 100% sampling), we want to test what percentage of users have reliable storage. We can do this by storing a number, and incrementing it every time we start up the addon. If the numbers tend to go up, it is reliable. If we get duplicates, it is unreliable. This relies on having a good way to get data out of the addon, such as described in bug 1301165.
This is still interesting, but not something I'm worried about right now. Lowering priority to P5.
