Steps to reproduce:

Upgrade my 5.0 bugzilla install to 'master' (commit 19470799dc9f7a5e261f37d31b6c3f274d507154). Run `checksetup.pl` twice in order to migrate schema. When I'm told is password is wrong, attempt to reset password with `checksetup.pl --reset-password=[user@email.com]`. Login attempts continue to fail.


Actual results:

Bugzilla tells me my password is wrong, and I have only so many attempts before it locks me out.


Expected results:

I was hoping running checksetup.pl would succesfully migrate me from 5.0 to master with existing logins.
OS: Unspecified → Windows 10
Hardware: Unspecified → x86_64
I was able to reproduce this in a windows 10 VM, so can confirm.
