1301502 - annotations should provide more info without using tooltip

At the moment, annotations like https://hg.mozilla.org/mozilla-central/annotate/938ce16be25f9c551c19ef8938e8717ed3d41ff5/browser/config/tooltool-manifests/win32/releng.manifest#l only show the revision/commit id (?) while e.g. the person who pushed is now part of the tooltip. This makes it more time consuming to check which person wrote most of a file/method/... because the reader has to check the tooltips.
