Note that I haven't observed this on most pages. Right now the only page I've seen this happen on was https://gauntface.github.io/simple-push-demo/

I think this dups bug 1273045 since this element <div class="mdl-layout mdl-js-layout mdl-layout--fixed-header is-upgraded" data-upgraded=",MaterialLayout"> has style "overflow-y: auto;"
