This page displayed correctly in older versions of mozilla (0.9.7 I think -
running under OS9 at the time) and is fine in IE. A java applet should be
displayed here but I get a broken plugin symbol. If I click on the plugin I get
a second window with the following URL
http://www.dslreports.com:8080/SpeedTests/071/new/?application/x-java-vm

2.That's it

Actual Results:  Get a broken plug-in symbol

Expected Results:  Display a java applet for measuring speed of DSL connection
wfm using build 2002031103 on Win2k + JRE 1.4.0.

It worked for you on the older build because you were using MacOS 9. It will
work on Windows and other platforms that have the java support finished.
Unfortunately its still not finished for MacOS X :-(

I'm marking this bug as a duplicate of bug 88870, which (as mentioned in the
release notes) tracks the fact that Java isn't supported in the MacOS X builds.
