As seen in https://treeherder.mozilla.org/logviewer.html#?job_id=3527173&repo=autoland / http://mozilla-releng-blobs.s3.amazonaws.com/blobs/autoland/sha512/7c9c2300b9997a60edc8ce3492bf2c61279d0243f2037694bbecd5cf188bc344909dcb6d510fa72242d5e77a12e3941133454ddf3a2693b82e90cb93c1357aad and hundreds of others, after the bug 1302863 reimage of every WinXP slave, we now have a Windows Firewall dialog (sometimes for xpcshell, sometimes for Nightly, sometimes for FirefoxDeveloperEdition, sometimes more than one dialog stacked up, covering the browser, which causes tests to fail.

All trees are closed.
Q fixed the issue and trees will reopen

I currently using 186 to try to troubleshoot.
I reinstated the security center disable settings for xp and added xpcshell and nightly to the exeption lists just in case.
