This is a prerequisite for getting CSS Animations/Transition to work since they are based on this API (although there are some features in the API like additive animations / iteration composition that aren't needed).

After talking with hiro, the rest tests failed are related to Bug 1329878, Bug 1332657, and Bug 1334036, so let's close this.
