Part of what Reps module Peers do is keep the council members accountable for not fullfilling their duties. One of the things we want to be able to do is be aware of which council members (or review team members) are consistently voting for budget requests and which don't.
In order to do that we need to allow access to multiple groups in a voting and add a new group to the Reps portal (Peers group). The progress for the first part is tracked in bug 1300119.

Verified on stage: * There is a Peers group that can be assigned to profiles. * Peers group can see all the polls. * Peers group cannot vote/edit polls * Peers group cannot be used as a valid group for a poll
