Steps to reproduce:
Tried to view a JSON file which was taller than the screen. Here's an example: https://randomapi.com/api/?key=ABCD-1234-EFGH-5678&id=yz535c&fmt=json
Actual results:
I was not able to scroll, and no scrollbar appeared. Using the arrow keys I could scroll a little bit, but it seems like that was a glitch (see attached).
Expected results:
I should have been able to scroll.

In case it's important, I am using Firefox Developer edition, version 50.0a2. I'm on the Aurora update channel.
