Follow-up to bug 1264807.
On Windows 7 and later, the "Media Feature Pack" provides needed AV decoders.
The equivalent on Windows Vista is called "Platform Update Supplement for Windows Vista".
We already have the strings (from bug 1264807) but they are still not used.
