In the past couple of weeks I've noticed that pull requests submitted by people who do not have any access to my repository get an "error" telling them they can't trigger tasks. Eg: https://github.com/mozilla/balrog/pull/126 However, tc-gh still triggers the Task. I'm not sure if the message is the bug here, or the fact that they can trigger tasks. If I grant them any sort of access (even read access), the message goes away.
We should definitely be consistent in not running tasks if we post a message saying they're not permitted! In bug 1257540 we'll be revamping this, and will be testing to make sure this sort of thing doesn't happen.
