can load plugin from new $HOME tree

Details
M0.9.9 is meant to support plugins in the user tree. I can not load a plugin from $HOME/_mozilla/plugins, I get a (OpenVMS specific) error which translates to "file not found". I need to debug this... Default owner. Please assign to colin@theblakes.com unless this is a known problem.

Found and fixed the problem. It was in the OpenVMS "unix layer" which is not part of the Mozilla code base. Fix will be included in the 1.0 release.
