M0.9.9 is meant to support plugins in the user tree.

I can not load a plugin from $HOME/_mozilla/plugins, I get a (OpenVMS specific)
error which translates to "file not found". I need to debug this...

Found and fixed the problem. It was in the OpenVMS "unix layer" which is not 
part of the Mozilla code base. Fix will be included in the 1.0 release.
