I can't paste normal text from the Windows clipboard into either the URL bar or 
any form fields in Mozilla 0.9.9

Reproducible: Always
Steps to Reproduce:
1. Copy or cut a URL or some other text from Notepad or any other Windows 
application
2. Head over to Mozilla and make sure that the cursor is on the URL bar, or a 
form field, or somewhere else where it would be reasonable to paste something.
3. Pull down the edit menu and notice that 'Paste' is grayed out
4. Try a CTRL-V and notice that nothing happens

Actual Results:  Absolutely nothing!

Expected Results:  Contents of the clipboard should have been pasted into the 
selected input box.

This was not a problem in any previous version of Mozilla -- I have made no 
configuration changes other than installing the new version.

worksfor me with win98 and 0.9.9

Reporter: Did you install 0.9.9 over the old version without deleting the
directory first? If so, please delete the directory where Mozilla is installed
and try again.
