In Bug 910192, intl.charset.default was superseded by intl.charset.fallback.override but is still being used in a couple of places.
Core seems to treat the new pref as a CharPref
All products seem to inherit the new pref setting from all.js

I could not see any use of the old preference in TB apart from in the editor/ui/composer code
