This bug was first observed in TDF Bugzilla.

Repro steps in BMO:

1. Query for all bugs where I am a commenter and a comment does not contain string "testcase": https://bugzilla.mozilla.org/buglist.cgi?list_id=13222214&emaillongdesc1=1&o1=notsubstring&emailtype1=exact&email1=todventtu%40suomi24.fi&v1=testcase&f1=longdesc&query_format=advanced
2. See that bug 327264 is included in the results, even though its comment 3 contains the string testcase
Your query actually finds a bug that has any comment that matches the criteria 'does not contain string "testcase"'. What you really want is to use the 'Show Advanced Features' and have a line that reads

NOT / Comment / contains the string / testcase

This will produce the result that you expect.
