1303817 - Develop MVP documentation for a single document overview for data analysis

We've pinpointed a need for a single document that can be an introduction to analysis@mozilla, which users can follow and find the information they need (e.g. lots of links to our other improved documentation).

For the end of this quarter, lets focus on having
1. Documentation on our tools and when to use them
2. Links that organize the rest of our documentation

We've identified https://wiki.mozilla.org/Data/Platform as a good landing page. It can include some of the current information (people, projects, etc.) but the focus should be getting people to the tools they need.

This will be two documents, "Choosing a Dataset" and "Analysing Telemetry Data".

"Choosing a Dataset" will be a revision of the existing "Available Datasets"[0] document with a more standard format. This revision is under way here [1].
