We currently suggest you use Pocket or the share button for this. On recent nightlies you can share directly to a device, and even on current release you can share links via various mediums (social as well as email and such).
You can also use File > Save Page As... to save a local copy, just like with any other website, or print to file/pdf using the regular printing options. Upcoming versions of Firefox will also allow you to use reader mode when printing something directly from the print preview functionality.
A direct "save to pdf" feature (e.g. as a button in the reader mode toolbar) would be interesting and I would potentially take a patch (assuming it wasn't unduly humongous) but I don't think the core team will work on this in the near future because of how many other ways there already are to accomplish what you want.
