tests fail with "Test runner failed to initialise correctly; shutting down". eg:

this is working in the latest worker/ami configuration.

So what's the upshot here? It seems these tests were disabled on Windows for this reason; should they be reenabled?

yes. it looks like they're not enabled in error.
