User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36 Steps to reproduce: In a html page with charset ISO-8859-1 (meta tag) I clicked on a window.open passing a parameter on the url. Actual results: when the previous parameter contents for exemple an accent the server receives strange parametrers. It only happens with window open. Expected results: The parameters should arrive to the server in the same way than in version .47 and previous. Other browsers work fine, so it is not a server issue.

Yeah we need a test case for this...
