In reviewing patches on bug 1304494 I noticed that SetHistogramRecordingEnabled assumes that it is being called on the process-resident (ie, parent) histograms only.

This means the probes that are supposed to be disabled (FX_REFRESH_DRIVER_SYNC_SCROLL_FRAME_DELAY_MS) on content may not be appropriately disabled.

This needs to be investigated. If this is a problem, it needs to be fixed and a test added.
