Phonebook currently lives on the generic HTTP/1 VIP. Let's migrate dev/stage and then eventually prod to the HTTP/2 VIP.
dev/stage are already HTTP/2 enabled, so we'll just need to schedule a window for prod.

Scheduling CHG0010829 for next Thursday 18:00 US/Pacific. Will repoint phonebook.m.o to generic-http2.
