Added the new packages here:
http://mockbuild-repos.pub.build.mozilla.org/custom/mozilla-mercurial/
The new files were synced to S3. We'll need to add a repo clause to activate the changes.

The issue here was due to the repo data not being updated properly. Fixed that and re-synced to S3. Checked a few Linux builders and noticed they're all installing hg 3.9.1 now.
