Looking at the build log in bug 1305134, tooltool took 11 minutest due to overruning its 5 minute timeout (twice). The first build log I found on inbound also exhibited this, overrunint the timeout once: https://archive.mozilla.org/pub/firefox/tinderbox-builds/mozilla-inbound-win64/1474650323/mozilla-inbound-win64-bm70-build1-build1046.txt.gz If there are no other ways to reduce the overhead, we should at least up the timeout to avoid redundantly unpacking things.
